The acceleration of media culture globalization processes cross-fertilization and people's exchange beyond the confinement of national borders, but not all of them lead to substantial transformations of national identity or foster cosmopolitan outlook in terms of openness, togetherness and dialogue within and beyond the national borders. Whilst national borders continue to become more and more porous, the measures of border control are constantly reformulated to tame disordered flows and tightly re-demarcate the borders-materially, physically, symbolically and imaginatively. Border crossing does not necessarily bring about the transgression of borders. Transgression of borders requires one to fundamentally question how borders in the existing form have been socio-historically constructed and also seek to displace their exclusionary power that unevenly divide "us" and "them" and "here" and "there." This book considers how media culture and the management of people's border crossing movement combine with Japan's cultural diversity to institute the creation of national cultural borders in Japanese millennials. Critical analysis of this development is a pressing matter if we are to seriously consider how to make Japan's national cultural borders more inclusive and dialogic.

Peruvian novelist, poet, and anthropologist José María Arguedas (1911-1969) was a highly conflicted figure. As a mestizo, both European and Quechua blood ran through his veins and into his cosmology and writing. Arguedas's Marxist influences and ethnographic work placed him in direct contact with the subalterns he would champion in his stories. His exposés of the conflicts between Indians and creoles, and workers and elites were severely criticized by his contemporaries, who sought homogeneity in the nation-building project of Peru. In Rethinking Community from Peru, Irina Alexandra Feldman examines the deep political connotations and current relevance of Arguedas's fiction to the Andean region. Looking principally to his most ambitious and controversial work, All the Bloods, Feldman analyzes Arguedas's conceptions of community, political subjectivity, sovereignty, juridical norm, popular actions, and revolutionary change. She deconstructs his particular use of language, a mix of Quechua and Spanish, as a vehicle to express the political dualities in the Andes. As Feldman shows, Arguedas's characters become ideological speakers and the narrator's voice is often absent, allowing for multiple viewpoints and a powerful realism. Feldman examines Arguedas's other novels to augment her theorizations, and grounds her analysis in a dialogue with political philosophers Walter Benjamin, Jean-Luc Nancy, Carl Schmitt, Jacques Derrida, Ernesto Laclau, and Álvaro García-Linera, among others. In the current political climate, Feldman views the promise of Arguedas's vision in light of Evo Morales's election and the Bolivian plurality project recognizing indigenous autonomy. She juxtaposes the Bolivian situation with that of Peru, where comparatively limited progress has been made towards constitutional recognition of the indigenous groups. As Feldman demonstrates, the prophetic relevance of Arguedas's constructs lie in their recognition of the sovereignty of all ethnic groups and their coexistence in the modern democratic nation-state, in a system of heterogeneity through autonomy--not homogeneity through suppression. Tragically for Arguedas, it was a philosophy he could not reconcile with the politics of his day, or from his position within Peruvian society.

This edited volume critically examines the Responsibility to Protect (R2P) as a guiding norm in international politics. After NATO's intervention in Libya, against the backdrop of civil wars in Syria and Yemen, and because of the cynical support for R2P by states such as Saudi Arabia, this norm is the subject of heavy criticism. It seems that the R2P is just political rhetoric, an instrument exploited by the powerful states. Hence, the R2P is being challenged. At the same time, however, institutional settings, normative discourses and contestation practices are making it more robust. New understandings of responsibility and the politics of protection are creating new normative spaces, patterns of legitimacy, and norm entrepreneurs, thereby reinforcing the R2P.

This book's goals are to discuss the R2P's roots, institutional framework, and evolution; to reveal its shortcomings and pitfalls; and to explore how it is exploited by certain states. Further, it elaborates on the R2P's strength as a norm. Accordingly, the contributions presented here discuss various ways in which the R2P is being challenged

The Dragoon offensive in August 1944 was preceded by bombings and sabotage that hit hard the German forces located in the South of France-damaging communications, railroads and bridges. The landings were then overwhelmingly successful, despite localized German resistance.
The following morning a German force the size of around four infantry battalions was able to launch a counterattack, but by the end of the day von Schwerin ordered a retreat under cover of night. What ensued was a race to retreat to the Burgundian Gate, or Belfort Gap, before they were cut off by the advancing Allied troops. The Allies had all the means for a successful pursuit, while most of the German troops, with the notable exception of the 11th Panzer Division, were largely incapable of undertaking an orderly retreat. Some units, including the LXII Corps headquarters, were surrounded and captured.
This account, by Jörg Staiger, recounts the German retreat and explains how the 19th Army sacrificed divisions to enable its retreat through the Rhone Valley.
