Problems of constitutional interpretation have many faces, but much of the contemporary discussion has focused on what has come to be called "originalism." The core of originalism is the belief that fidelity to the original understanding of the Constitution should constrain contemporary judges. Those arguing for a "living Constitution" that keeps up with a changing world and changing values have resisted originalism. This difference in legal philosophy and jurisprudence has, since the 1970s, spilled over into party politics and the partisan wrangling over court appointments from appellate courts to the Supreme Court. In Constitutional Originalism, Robert W. Bennett and Lawrence B. Solum elucidate the two sides of this debate and mediate between them in order to separate differences that are real from those that are only apparent. In a thorough exploration of the range of contemporary views on originalism, the authors articulate and defend sharply contrasting positions. Solum brings learning from the philosophy of language to his argument in favor of originalism, and Bennett highlights interpretational problems in the dispute-resolution context, describing instances in which a living Constitution is a more feasible and productive position. The book explores those contrasting positions, to be sure, but also uncovers important points of agreement for the interpretational enterprise. In Contested Water, Joanna Robinson examines local social movement organizing against water privatization, looking closely at battles for control of local water services in Stockton, California, and Vancouver, British Columbia. The movements in these two communities had different trajectories, used different tactics, and experienced different outcomes. Robinson analyzes the factors that shaped these two struggles. Drawing on extensive interviews with movement actors, political leaders, and policymakers and detailed analysis of textual material, Robinson shows that the successful campaign in Vancouver drew on tactics, opportunities, and narratives from the broader antiglobalization movement, with activists emphasizing the threats to local democracy and accountability; the less successful movement in Stockton centered on a ballot initiative that was made meaningless by a pre-emptive city council vote. Robinson finds that global forces are reshaping local movements, particularly those that oppose neoliberal reforms at the municipal level. She argues that anti-water privatization movements that link local and international concerns and build wide-ranging coalitions at local and global levels offer an effective way to counter economic globalization. Successful challenges to globalization will not necessarily come from transnational movements but rather from movements that are connected globally but rooted in local communities.

Cost and schedule growth is a problem experienced by many types of projects in many fields of endeavor. Based on prior studies of cost growth in NASA and Department of Defense projects, this book identifies specific causes of cost growth associated with NASA Earth and space science missions and provides guidance on how NASA can overcome these specific problems. The recommendations in this book focus on changes in NASA policies that would directly reduce or eliminate the cost growth of Earth and space science missions. Large cost growth is a concern for Earth and space science missions, and it can be a concern for other missions as well. If the cost growth is large enough, it can create liquidity problems for NASA's Science Mission Directorate that in turn cause cost profile changes and development delays that amplify the overall cost growth for other concurrent and/or pending missions. Addressing cost growth through the allocation of artificially high reserves is an inefficient use of resources because it unnecessarily diminishes the portfolio of planned flights. The most efficient use of resources is to establish realistic budgets and reserves and effective management processes that maximize the likelihood that mission costs will not exceed reserves. NASA is already taking action to reduce cost growth; additional steps, as recommended herein, will help improve NASA's mission planning process and achieve the goal of ensuring frequent mission opportunities for NASA Earth and space science.

She contrasts them with other women prisoners in the state and finds substantial differences. While in jail, these women receive liberal dosages of psychotropic drugs, damaging their ability to aid in their self-defense. Moreover, trials and plea bargains feature little or no evidence of the severe intimate abuse inflicted upon them. Despite a clear lack of criminal or violent histories, the majority of women found guilty of the death of abusive men receive first- or second-degree murder convictions and serve long, harsh sentences. Leonard concludes the book with a discussion of policy implications and recommendations arising from this research.

Conference participants sought to facilitate an informed discussion of the benefits and drawbacks of various policy options to address the Iranian challenge.
