März 2005 in Kraft trat.Das erklärte Ziel des Gesetzes, Rechtssicherheit zu schaffen, ist dabei nur teilweise gelungen. So wurden etwa durch die Einführung neuer Regelungen zu eil- und geheimhaltungsbedürftigen Einsätzen oder solchen geringer Intensität und Tragweite neue Probleme aufgeworfen. Andere Problemkreise wie die mittelbare Einbeziehung deutscher Streitkräfte oder die Rechtsnatur sogenannter Protokollerklärungen wurden vom Gesetz ganz ausgespart.Tobias Wagner widmet sich in der vorliegenden Publikation diesen und anderen Fragen und stellt ausgehend vom nunmehr geltenden Parlamentsbeteiligungsgesetz die Beteiligung des Bundestages bei Auslandseinsätzen der Bundeswehr dar.
