In reframing Weill's relationship with immigration and nationality, the book also puts nuance contemporary ideas about the relationships of immigrants to their new homes, moving beyond ideas that such figures must either assimilate and abandon their previous identities, or resist the pull of their new home and stay true to their original culture.

You can kill me if you desire. I have fought the white people with bravery and damaged them all I could. If I had an army I would continue to fight. I have none. My people are gone. Once I could animate my warriors to battle, but I cannot animate the dead."

In the past, government agencies typically acquired ownership of such data from private-sector and other data producers and distributed these data without restriction. Licensing-whereby the producer may restrict redistribution-has emerged as an alternative business model that agencies must now consider among a suite of procurement options. The report highlights licensing perspectives and experiences of major stakeholder groups and examines the pros and cons of licensing. It concludes that licensing may be a viable option in some instances and advises agencies on how to best serve societal interests.
