The number of methods and tools available to the software engineer nowadays is overwhelming; nevertheless, many software projects fail-that is, do not meet their schedules, are over budget, do not meet the user needs, or simply have considerable quality defects. The numerous possible explanations for this situation include poor project management, unsuitable methods and tools used in the project, and poorly developed skills of the participating software engineers.

The theme "Build and Conquer" chosen for this year's conference fully represents what we (the organizers) want to put across to the software community: software development is an engineering discipline, and not an artistic expression. Once we are ready to "build" our software systems using pieces previously builtin (similar to any other technology manufacturer), we will be able to "conquer" the software engineering process. If we take a look at other engineering disciplines such as car manufacturing, house appliances or aeronautics, we see that the final products are built through the integration of multiprovider commercial components. These components are successfully integrated and constitute an important part of the final product. Most software-related organizations still build software from scratch, omitting thousands of ready-built commercially available software components that could be used very effectively during the development phase. This year ICCBSS moves to Europe for the first time since the first conference took place in Orlando, FL, USA in 2002. The conference scope has enlarged over the years to include the Open Source community and Web Services technologies. The reason for this is that I believe both are considered components-off-the-shelf, so many of the characteristics of COTS are also applied to Open Source and Web Services. Due to this, we will enjoy the presence of keynote speakers and researchers presenting on these two topics for the first time.

These proceedings are the result of a considerable amount of hard work. Beginning with the preparation of submitted papers, the papers went through the reviewing process. This process was supported by online discussion between the reviewers to determine the final conference program. The authors of accepted papers revised their manuscripts to produce this fine collection. DEXA 2005 received 390 submissions, and from those the Program Committee selected the 92 papers in these proceedings. This year the reviewing process generated more than 1000 referee reports. The hard work of the authors, the referees and the Program Committee is gratefully acknowledged.

The second edition of the workshop on Declarative Agent Languages and Te- nologies (DALT 2004) was held July 2004 in New York City, and was a great success. We saw a signi?cant increase in both the number of submitted papers and workshop attendees from the ?rst meeting, held July 2003 in Melbourne. Nearly 40 research groups worldwide were motivated to contribute to this event by submitting their most recent research achievements, covering a wide variety of the topics listed in the call for papers. More than 30 top researchers agreed to join the Program Committee, which then collectively faced the hard task of selecting the one-day event program. The fact that research in multi-agent systems is no longer only a novel and promising research horizon at dawn is, in our opinion, the main reason behind DALT's (still short) success story. On the one hand, agent theories and app- cations are mature enough to model complex domains and scenarios, and to successfully address a wide range of multifaceted problems, thus creating the urge to make the best use of this expressive and versatile paradigm, and also pro?t from all the important results achieved so far. On the other hand, bui- ing multi-agent systems still calls for models and technologies that could ensure system predictability, accommodate ?exibility, heterogeneity and openness, and enable system veri?cation.
