By examining and comparing the discourses, policies and strategies of key, national institutional actors in these two countries, Producing globalisation offers new insights into the emergence of globalisation as a hegemonic discourse, as well as into the theory of hegemonic discourse itself. Thus the author invites us to think differently both about the nature of globalisation and the nature of the hegemonic within international political economy.

The INDOCRYPT series of conferences started in 2000. INDOCRYPT 2004 was the ?fth one in this series. The popularity of this series is increasing every year. The number of papers submitted to INDOCRYPT 2004 was 181, out of which 147 papers conformed to the speci?cations in the call for papers and, therefore, were accepted to the review process. Those 147 submissions were spread over 22 countries. Only 30 papers were accepted to this proceedings. We should note that many of the papers that were not accepted were of good quality but only the top 30 papers were accepted. Each submission received at least three independent - views. The selection process also included a Web-based discussion phase. We made e?orts to compare the submissions with other ongoing conferences around the world in order to ensure detection of double-submissions, which were not - lowed by the call for papers. We wish to acknowledge the use of the Web-based review software developed by Bart Preneel, Wim Moreau, and Joris Claessens in conducting the review process electronically. The software greatly facilitated the Program Committee in completing the review process on time. We would like to thank C´ edric Lauradoux and the team at INRIA for their total support in c- ?guring and managing the Web-based submission and review softwares. Most studies of Puerto Rico's relations with the United States have focused on the sugar industry, recounting a tale of victimization and imperial abuse driven by the interests of U.S. sugar companies. But inPuerto Ricans in the Empire, Teresita A. Levy looks at a different agricultural sector, tobacco growing, and tells a story in which Puerto Ricans challenged U.S. officials and fought successfully for legislation that benefited the island.
Levy describes how small-scale, politically involved, independent landowners grew most of the tobacco in Puerto Rico. She shows how, to gain access to political power, tobacco farmers joined local agricultural leagues and the leading farmers' association, the Asociación de Agricultores Puertorriqueños (AAP). Through their affiliation with the AAP, they successfully lobbied U.S. administrators in San Juan and Washington, participated in government-sponsored agricultural programs, solicited agricultural credit from governmental sources, and sought scientific education in a variety of public programs, all to boost their share of the tobacco-leaf market in the United States. By their own efforts, Levy argues, Puerto Ricans demanded and won inclusion in the empire, in terms that were defined not only by the colonial power, but also by the colonized.
The relationship between Puerto Rico and the United States was undoubtedly colonial in nature, but, asPuerto Ricans in the Empireshows, it was not unilateral. It was a dynamic, elastic, and ever-changing interaction, where Puerto Ricans actively participated in the economic and political processes of a negotiated empire.

1 The International Workshop on Recon?gurable Computing (ARC) started in 2005 in Algarve, Portugal. The major motivation was to create an event where on-going research e?orts as well as more elaborated, interesting and hi- quality work on applied recon?gurable computing could be presented and d- cussed. Over the last couple of years recon?gurable computing has become a we- known and established research area producing interesting as well as important results in both general and embedded computing systems. It is also getting more and more interest from industry which is attracted by the (design and development) ?exibility as well as the performance improvements that can be expected from this technology. As recon?gurablecomputing has blurred the gap between software and hardware, some even speak of a radical new programming paradigm opening a new realm of unseen applications and opportunities. The logo of the ARC workshop is the Nonius, a measurement instrument used in the Portuguese period of discoveries that was invented by Pedro Nunes, a Portuguesemathematician. As the logo suggests,the main motto of ARC is to help to navigate the world of recon?gurable computing. Driven by this motto, we hope ARC contributes to solid advances on recon?gurable computing.
