On the lapse of the Licensing Act in 1695, Thomas Macaulay wrote in his History of England, 'English literature was emancipated, and emancipated for ever, from the control of the government'. It's certainly true that the system of prior restraint enshrined in this Restoration measure was now at an end, at least for print. Yet the same cannot be said of government control, which came to operate instead by means of post-publication retribution, not pre-publication licensing, notably for the common-law offence of seditious libel. For many of the authors affected, from Defoe to Cobbett, this new regime was a greater constraint on expression than the old, not least for its alarming unpredictability, and for the spectacular punishment-the pillory-that was sometimes entailed. Yet we may also see the constraint as an energizing force. Throughout the eighteenth century and into the Romantic period, writers developed and refined ingenious techniques for communicating dissident or otherwise contentious meanings while rendering the meanings deniable.
As a work of both history and criticism, this book traces the rise and fall of seditious libel prosecution, and with it the theatre of the pillory, while arguing that the period's characteristic forms of literary complexity-ambiguity, ellipsis, indirection, irony-may be traced to the persistence of censorship in the post-licensing world. The argument proceeds through case studies of major poets and prose writers including Dryden, Defoe, Pope, Fielding, Johnson, and Southey, and also calls attention to numerous little-known satires and libels across the extended period.

Post-Soviet, post-conflict Tajikistan is an under-studied and poorly understood case in conflict studies literature. Since 2000, this Central Asian state has seen major political violence end, countrywide order emerge and the peace agreement between the parties of the 1990s civil war hold. Superficially, Tajikistan appears to be a case of successful international intervention for liberal peacebuilding, yet the Tajik peace is characterised by authoritarian governance.
Via discourse analysis and extensive fieldwork, including participant-observation with international organizations, the author examines how peacebuilding is understood and practised. The book challenges received wisdom that peacebuilding is a process of democratisation or institutionalisation, showing how interventions have inadvertently served to facilitate an increasingly authoritarian peace and fostered popular accommodation and avoidance strategies. Chapters investigate assistance to political parties and elections, the security sector and community development, and illustrate how transformative aims are thwarted whilst 'success' is simulated for an audience of international donors. At the same time the book charts the emergence of a legitimate order with properties of authority, sovereignty and livelihoods.
Providing a challenge to the theoretical literature on peacebuilding and concentrating on an under-studied Central Asian state, this book will be of interest to academics working on Peace Studies, International Relations and Central Asian Studies.

Postcolonial theory is one of the main frameworks for thinking about the world and acting to change the world. Arising in academia and reshaping humanities and social sciences disciplines, postcolonial theory argues that our ideas about foreigners, 'the other,' particularly our negative ideas about them, are determined not by a true will to understand, but rather by our desire to conquer, dominate, and exploit them. According to postcolonial theory, the cause of poverty, tyranny, and misery in the world, and of failed societies around the world, is Euro-American imperialism and colonialism.
Previously published as a special issue of Israel Affairs, this work examines and challenges postcolonial theory. In scholarly, research-based papers, the specialist authors examine various facets of postcolonial theory and application. First, the theoretical assumption and formulations of postcolonial theory are scrutinized and found dubious. Second, the deleterious impact on academic disciplines of postcolonial theory is demonstrated. Third, the distorted postcolonial view of history, its obsession with current events to the exclusion of the historical basis of events, is exposed and corrected. Fourth, an examination of Middle Eastern culture challenges the assumption that these societies have been shaped entirely, and victimized, by Western intrusion. Finally, exploring the Arab-Israel conflict, the one-sided case of postcolonial Arabism is explored and found to be faulty.
