Arbeitslosigkeit ist eines der dringlichsten Probleme in marktwirtschaftlich verfaßten Demokratien am Ende des 20. Jahrhunderts. Nur wenigen Ländern gelang es in den vergangenen Jahren, die Arbeitslosigkeit zu senken. Sehr viele andere Staaten hatten hingegen mit steigenden Arbeitslosenraten zu kämpfen. Zu diesen gehören bis 1994 die skandinavischen Länder. Noch in den achtziger Jahren wurden sie als Beispiele für einen von der Sozialdemo kratie geprägten Weg zur Vollbeschäftigung gepriesen. Weshalb diese Er folgsgeschichte in den frühen neunziger Jahren so jäh zu Ende ging, ist Thema dieses Buches. Der Fokus ist damit eindeutig auf die nordischen Län der gerichtet, es kann jedoch durch die strikt komparatistische Anlage dieser Studie deutlich gemacht werden, daß die Bestimmungsgründe für sinkende Beschäftigung und steigende Arbeitslosigkeit in Skandinavien die Entwick lungen in den übrigen OECD-Staaten mit erklären helfen. Dieses Buch ist die geringfugig überarbeitete Fassung meiner Disserta tion, die im Sommersemester 1997 von der Philosophisch-Historischen Fa kultät der Ruprecht-Karls Universität in Heidelberg angenommen wurde. Während dieser Arbeit habe ich von verschiedenen Seiten Unterstützung und kritische Anteilnahme erhalten, für die ich mich an dieser Stelle herzlich bedanken möchte- ohne dabei die Verantwortung für verbliebene Fehler von mir zu weisen. An erster Stelle sind hier meine beiden Doktorväter zu nennen: Prof. Dr. Manfred G. Schmidt hat den Entstehungsprozeß dieser Arbeit nicht nur aufinerksam und kritisch begleitet.

Der Abschied von den beschädigten Dingen, von der verletzten Kreatur, von uns und unseren Köpfen, die sich alles und auch das Ende all dessen ausgedacht haben, müßte mitgeschrieben werden.
