The 109th Congress passed legislation that allows the federal government to civilly commit "sexually dangerous persons". Civil commitment, as it relates to sex offenders, is when a state retains custody of an individual, found by a judge or jury to be a "sexually dangerous person" by involuntarily committing the person to a secure mental health facility after the offender's prison sentence is done. In 1990, the state of Washington passed the first civil commitment law for sexually dangerous persons. Currently, 18 other states and the federal government have similar laws. Moreover, the Supreme Court, in Kansas v. Hendricks and Kansas v. Crane, ruled that current civil commitment laws are constitutional. The civil commitment of sex offenders centres on the belief that sex offenders are more likely than other offenders to re-offend. However, data on sex offender recidivism is varied. Data show that the recidivism risk for sex offenders may be lower than it is typically thought to be; in fact, some studies show that sex offenders recidivate at a lower rate than many other criminals. Other studies show that, given time, almost all sex offenders will commit a new sex crime. Most discussions about recidivism examine ways to decrease it; for example, by providing sex offenders with treatment. Research on the efficacy of sex offender treatment is promising, but it cannot prove that treatment reduces recidivism.

These three levels of alienation each form a thread that runs through the book. There are different levels and opportunities for a transition towards resilience, raising questions surrounding identity, governance and ecological management. This places resilience at the heart of the contemporary crisis of capitalism, and speaks to the relationship between the increasingly global forms of economic development and the difficulties in framing solutions to the environmental problems that carbon-based development brings in its wake.. Existing social science can help in not only identifying the challenges but also potential pathways for making change locally and in wider political, economic and cultural systems, but it must do so by identifying transitions out of carbon dependency and the kind of political challenges they imply for reflexive individuals and alternative community approaches to human security and wellbeing.
Climate Change and the Crisis of Capitalism contains contributions from leading scholars to produce a rich and cohesive set of arguments, from a range of theoretical and empirical viewpoints. th The 14 International Conference on Conceptual Structures (ICCS 2006) was held in Aalborg, Denmark during July 16 - 21, 2006. Responding to the Call for Papers, we received 62 papers from 20 different countries, representing six different continents. This clearly indicates the international nature of the ICCS community as well as the widespread interest which was spawned by the previous conferences. By a thorough review process, 24 papers were selected to be included in this volume. In addition, six invited speakers made contributions which can be found in the first section of this volume. The theme of ICCS 2006--Conceptual Structures: Inspiration and Application-- points to a dual focus of interest that is also reflected in the constellation of papers. From the beginning of the planning of this conference, we focused on inspirational sources that have led to the current state of research in our community, by tracing important historical influences which daily effect work in representing knowledge and in handling representations of conceptual structures. At the same time, we also focused on ways in which these legacies are employed to further advance theory and practice in the field of knowledge representation and processing. With this volume, we believe that a valuable contribution to both aspects of this field is being made. We wish to express our appreciation to all the authors of submitted papers, to the members of the Editorial Board and the Program Committee for all their work and valuable comments.

It is a useful contribution to Central Asian and Caucasian Politics and Security Studies.
